New UNH Poll: Most New Hampshire Residents Oppose Trump’s ‘Big Beautiful Bill’

A new poll from the University of New Hampshire Survey Center shows that a majority of New Hampshire residents do not support President Donald Trump’s proposed tax and spending package, known as the “One Big Beautiful Bill.”

The bill—which includes sweeping tax changes, cuts to social programs, and restrictions on artificial intelligence regulation—is currently under negotiation in the Senate. Trump has pushed for passage by July 4, but national and state-level polling indicates widespread opposition.

Where Granite Staters Stand

Only 33% of New Hampshire residents support the bill, while 56% want Congress to block it. Opposition is strongest among:

  • Democrats (90%)

  • Independents (72%)

By contrast, 64% of Republicans in the state support the bill.

The survey polled 1,320 residents online between June 19 and June 23, 2025, with a margin of error of 2.7%.

What Do Voters Like and Dislike?

The only popular feature of the bill among New Hampshire residents is the removal of taxes on tips and overtime pay.

  • 60% support this provision, which would let workers like servers and hourly employees claim tax deductions through 2028.

Most other provisions in the bill are unpopular:

  • Work requirements for Medicaid

  • Making the 2017 tax cuts permanent

  • Removing EV and solar tax credits

  • A 10-year ban on state regulation of artificial intelligence (only 24% support this)

Even among Republicans, support is higher for Medicaid work rules and permanent tax cuts, but views are mixed on other parts of the bill.

Another major concern: the $2.8 trillion increase to the federal deficit the Congressional Budget Office expects if the bill passes.

  • 85% of New Hampshire residents are worried about the deficit

    • 86% of Democrats

    • 82% of Independents

    • 87% of Republicans

Trump’s Approval in New Hampshire

President Trump has a net approval rating of -10 in the state:

  • 45% approve of his job performance

  • 55% disapprove

This is unchanged since May.

Top reasons for approval:

  • Immigration (28%)

  • Keeping campaign promises (16%)

  • Economic handling (11%)

Top reasons for disapproval:

  • Undermining democracy (19%)

  • Poor character (11%)

  • Handling of the economy (10%)

On the economy alone, 56% disapprove, down from 53% in May. Trump’s net approval on economic issues is now -12, compared to -9 in May and -2 in February.

His approval on immigration has also dipped slightly, with 54% disapproving, following recent ICE-related protests in Los Angeles.

Elon Musk’s Favorability in NH

Elon Musk’s popularity is also on the decline in New Hampshire:

  • 53% now view him unfavorably, up from 44% in April

  • 64% of Republicans still have a favorable opinion, unchanged from two months ago

  • Unfavorable opinions have grown significantly among Democrats and Independents

Musk’s Department of Government Efficiency is also facing scrutiny:

  • 49% believe it has had a negative effect on the federal government

  • 40% believe it’s been positive
